Water/meth will sort it out but maybe it's a bit extreame for a simple fix.Ya, that sounds like heat soak. A FMIC does help and I'm sure a cold air intake would help aswell, but being a turbo engine they do generate alot of heat. Water/meth would probably work best to combat this.
the standard IC is pretty crap yes, but after 15 od years of sucking in lint from the standard filter, you'll start getting a bit restrictive aswel. ask anyone who drove one of these new and they'll tell you the standard crap aint all that bad.
so you you want to try and fix the problem without moding the car simply strip the standard IC open it up(without killing the seals) and give it a clean, that should do the trick although it wont hurt isolating the air filter.
Reamember, 80% of heat soak is due to poor mantenance and can be fixed by a bit of TLC and the other 20% due to mods and you'd have to mod some more to fix this.

Also the item is very restrictive with a large loss across the core , Even cleaning the item wont help much.
It has been test but AutoSpeed



Also please note the flow of an aftermarket unit in the last graph, I would recommended a FMIC and CAI. W\M can come after a turbo upgrade

going to open a can of worms here..
in my ever so humble opinion the only benefit to be gained from a cone filter is when the stock paper element can no longer be used due to modifications. a PROPER airflow mod would prolly be to use a airbox and paper element from a bigger capacity motor, thus allowing more airflow to your modded motor. paper elements flow at least as good as cotton filters when clean, and def. filters better..
that said , i also use a massive k&n on my s13, because of space constraints.. no way to fit an airbox anymore.
