1 The whole advantage of electric fans is that they dont have to run all the time reducing the load on the electrical system and not stealing engine power to drive a fan. Personally I hate fans that run all the time.
2: As long as the car has a thermostat you can run a windtunnel into the radiator and the engine temp will not drop below the thermostat opening point.
3: The viscous coupling is designed to slip over a certain load so at hway speeds the viscous fan is not turning at all. As a test rev the engine up slowly, at about 3000 rpm the fan should start slowing down and come almost to stop if you hold it there long enough.

In my view, the viscous fan offers VERY LITTLE resistance when it's cold. I mean just try turning the fan with your hand when your car is cool. So how much horsepower is this robbing from the engine? Have you tried turning the a single cam gear with your hand (nevermind both)?? MUCH MUCH harder.
As for fixing the viscous clutch - it's not possible. It is a sealed unit. The part that breaks is actually the bearings - it develops play on it and then the whole fan starts wobbling - this is amplified by the fact that all the weight of the fan and clutch is hanging off a leveraged surface on one side of the water pump, which causes intense vibrations, which causes further bearing wear. What's worse, is that it this will introduce play in the water pump bearing.
