I dont think it is a good idea to just block those hoses off but rather re-route them.
If the IAT is too low the fuel wont atomise properly and you will get a miss.

Its the little tricks that make power, Yep I have been running 1 1/2 years without any water running through my manifold and TB no problems yetPhinx sorry to go off topic but when you fitted the intake manifold did you connect the water hose to it, I am supposing you didnt. Did you feel any hastels with cold starts etc?? I always thought that was doff putting hot water through the manifold, which heat the air the intercooler just cooled.
It was placed there for cold climates bellow -5 C where the venturi effect at the TB would Freeze it shut.
Cooler fuel will prevent Knock and Pre ignition by lowering intake temps just before the intake port. It’s not really a power mod just a Safety mod giving you a more consistent base to tune off sounds like an intercooler hay?
BTW: Do you know that the 996 has a fuel cool from the factory along with a other makes, it is also used in Drag racing as a "cooler can" on V8’s
It’s also rumored that Fuel coolers are used in WRC and confirmed on DTM and JDM touring Cars and is used in F1 where the rules stat you can cool the fuel 10 C below ambient to prevent knock and this can account for around a 4 HP gain on the F1 motor per a degree C
It is used mostly in diesel cars where the fuel temps climb because of the high pressure fuel pumps,
Jaguar used a slightly better method by running the fuel line next to the AC line cooling the fuel when the AC was on but this was more to prevent Vapour lock then to make power

if i cant find out, or work out, what something does, then its gets removed! if i know what it does, but i dont want it, then it goes!!!
i mean who would run water through a throttle body, or a manifold.

you get many aftermarket fuel coolers. they often run a fuel line in an oval shape in front of the intercooler! i remember seeing it all the time on overseas performance magazine covers a few years ago! not so much anymore!
