ABS and Brake problem

my brakes some times feel hard after i depress the pedal few times like when ignition was turned off... i am struggle to stop the car~
and some time it would work just as fine... could it be my brake lines? or ABS???
current vehicles...

Sounds more like the brake booster is not providing the help to the brakes.
Check the vacuum pipe as well as the "vacuum valve" going from the booster to the motor.

It has an arrow pointing towards the engine, blow through it, one direction it should close and stop the air, the other direction it should open and allow air to pass.

This is scary....vacuum assisted brakes need ? ...vacuum ! No engine running, no vacuum, no assisted brakes .
Hold your foot on the pedal and start the engine. Fell how the pedal goes down a little bit.

If however it does the same thing while the engine is running, you may have a vacuum leak from the engine to the booster or even in the booster itself.
It may also be something as menial as a fubarred one way valve.
