I'm jsut planning for my upcoming ca build. Here are the answers to your questions:

Boost level: low 0.8 - high 1.2-1.5
Mods: Usual strenth/reliability parts. 8.5:1 CR, flow, port, valve jobs etc. upgraded cams & valve train. 8500rpm redline.
Power target: as much as possible!!! Or realistically around 220wkw+
Response: as soon as possible!!! but no later than 3750rpm
