Boost, but no power...WTF......

WTF, ok , so I FINALY got my car back...Now I am happy, motor smooth and everything sounds nice….
BUT!!!!!!
I had a Nissan 35v3 turbo put on the car (got it from Barry..), the one with the ceramic compressor wheel( the one u cannot boost over a bar). Only mods to make it fit was change the flange on the manifold to a t3 flange, and downpipe had to be made…
No my problem is, the car feels dead, actuator on, it boosts 0.5bar, but it is like there is a dead spot at bout 3500rpm, it spools low, but it spools till .5 bar, and still not pulling, then all of a sudden at 4000rpm-5000rpm there is a surge of power…but not allot…..Hel, the car even struggles to go sideways….
Now even with the actuator pipe pulled of I get to 0.8bar, but same thing is happening, massive turbo spool, but no power…Even on the higway, I need to down gear to 5 on uphill, it will sit on full boost, but still no power…..
I checked all boost and vacuum pipes, and everything is secure….
Any help and or advise????
Could the car be going into limp mode from the extra “volume “ of air???
